6.13 is only an example of a cool level 6 in classic Majirel.
The Majirel sheet (US edition) does not ask for a stronger developer. Over 50% white, it calls for half a tube of the target shade plus half of the Natural at the same level for a cool target, or of the Gold for a warm one. Under 50%, the target shade alone. L’Oréal Professionnel’s Swiss site publishes the same rule.
